The Pilot Diversion Programme is an initiative proposed by the Ministry of Women, Family and Community Development (KPWKM) and approved by the Attorney General’s Chambers (AGC). Efforts to establish this Pilot Programme began in 2013 through various meetings and workshops on Diversion, facilitated by international experts from countries such as England and Wales, Australia, New Zealand, and Hong Kong. Following these workshops, inter-agency meetings were actively conducted, including a study visit by AGC to Singapore to gain a clearer understanding of the Diversion process and the handling of children in conflict with the law. An Inter-Agency Standard Operating Procedure was developed by KPWKM, AGC, the Royal Malaysia Police (PDRM), and the Department of Social Welfare (JKM), with technical support from UNICEF.
