The primary objective of this study was to evaluate the effectiveness of the implementation of the Community Service Programme (PKM) on PKM offenders. To gather information on this matter, a combination of quantitative and qualitative approaches was employed, involving five categories of respondents: PKM trainees among Young Offenders, Adult Offenders, and Children who have completed their PKM orders; PKM trainees among Young Offenders, Adult Offenders, and Children who are still active or have completed more than 50% of their aggregate hours; PKM state/district officers and staff; families of PKM trainees among Young Offenders, Adult Offenders, and Children; and stakeholders (agencies/departments/NGOs/private entities) collaborating in implementing PKM activities/programmes across seven states, namely Kuala Lumpur Federal Territory, Selangor, Negeri Sembilan, Melaka, Johor, Penang, and Kedah.
